Overview

The aim of this page is to provide sources of information on Equipment Authorization Procedures applicable in the USA. This was prompted by a discussion in the CIRM Type Approval Working Group (in May 2021) related to the possible inclusion of Radio Equipment in the EU/US Mutual Recognition Agreement. Some members raised concens that this may introduce the possibility of self-certification of receive-only radio equipment into the MRA, as this is possible in the US.

Performance standard, testing standard & carriage requirement

The equipment authorization requirement for Intentional Radiators is set out in Title 47: Telecommunication → Chapter I → Subchapter A → Part 15—Radio Frequency Devices → Subpart C—Intentional Radiators → §15.201 Equipment authorization requirement:

(b) Except as otherwise exempted in paragraph (c) of this section and in §15.23, all intentional radiators operating under the provisions of this part shall be certified by the Telecommunication Certification Bodies pursuant to the procedures in subpart J of part 2 of this chapter prior to marketing.

Regarding the issue of self certification, clause §2.925-Identification of equipment of Subpart J is of interest:

(3) For a transceiver, the receiver portion of which is subject to Supplier's Declaration of Conformity pursuant to §15.101 of this chapter, and the transmitter portion is subject to certification, the FCC Identifier required for the transmitter portion shall be preceded by the term FCC ID.
